Naugle Receives Professional Certification

In its regular meeting on June 5th, the Washington County Board of County Commissioners honored Brandi Jean Naugle, Procurement Specialist in the Washington County Procurement Department for achieving the Certified Professional Public Buyer (CPPB) certification through the Universal Public Purchasing Certification Council (UPPCC).
She was presented a Certificate of Merit by Commissioners' Vice-President Terry Baker, who commended Naugle for her diligence and hard work in obtaining Professional Public Buyer status.
Washington County is a member of the National Institute of Governmental Purchasing, Inc. (NIGP). NIGP is a national, membership-based non-profit organization providing support to professionals in the public sector purchasing profession. NIGP provides its members with many services, including education, professional networking, research, and technical assistance. The Institute is composed of 73 affiliate chapters and more than 2,300 agency members representing federal, state, provincial and local government levels throughout the United States and Canada. These agencies represent over 13,500 individuals serving the public procurement community.
In support of the public purchasing profession, the NIGP has chosen to align itself with the UPPCC as its indicator of success within the public sector environment. The UPPCC program is applicable to all public and/or governmental organizations and agencies. The program offers two designations, a Certified Public Purchasing Officer (CPPO) and a Certified Professional Public Buyer (CPPB).
Certification is the process by which the public purchaser demonstrates a standard of competency for the benefit of the public. Certification reflects achievement of established professional standards and a competency for those engaged in governmental purchasing, and attests to the purchaser's ability to obtain maximum value for the taxpayer's dollar.
The trend in governmental purchasing is for mandatory certification of procurement professionals. This designation communicates to the taxpayer that the public employee who manages tax dollars has reached a specific level of education and experience and is knowledgeable about government purchasing.
Naugle was required to acquire CPPB Certification within five years upon her employment in August 2003.
