Windy Hill Restaurant sits on a hill in the countryside in a long brick building with plenty of parking.
Qing Chang owns the Windy Hill Restaurant with his wife, Hanqui, and son, Huan. The restaurant has been around since 1976 and the Chang family are the third owners - having been since 2005. "Owning restaurants is a tradition in my family," Mr. Chang said. The Changs' have owned several restaurants and chose the Clear Spring area because it reminds them of area where Mr. Chang grew up in China. "We are tired of cities and noise and people and dust," he said. "So we came here."
Chang attended Penn State University for mathematics in 1987 and in wanting to give back to the community and local people, he started the Windy Hill Math Award Program. The purpose is to incite students who are interested in math and studying, and to lead these students on a good life track of pursuing knowledge and justice, and to help them build character and good behavior traits at an early age. The program basically goes like this: Mr. Chang sends in a math question to participating schools. All students are encouraged to solve the question, then hand them into their math teacher. The student(s) who answer the question correctly is the winner of the Windy Hill Math Award. By being the winner, they receive a gift certificate worth $4.50 for the Windy Hill Restaurant. "Education is important and I want to help others build character and have respect," Chang said.
Mr. Chang's restaurant is quaint and simple. The decor and set up immediately reminds you of small independently owned family restaurants - ones that often get overlooked. The restaurant is clean, open, and a good size with ample seating and private dining areas for meetings or parties. The staff is friendly and experienced.
Popular menu items include slippery ham pot pie, baked chicken pot pie, soups, with their bestsellers being salmon and crab cakes, steaks, and baked haddock. The food is simple and delicious and the rates are reasonable. "All our food is homemade country-style," said Mr. Chang. "We make everything ourselves." Lunch, weekends and especially Sundays are their busiest times.
