Salem Avenue Sanitary Sewer Rehabilitation Project Begins

Hagerstown, MD (March 9, 2009): Weather permitting, work on the Salem Avenue Sanitary Sewer Rehabilitation Project will begin on Monday, March 15, 2010. At 7am on Monday, work crews from David H. Martin Excavating, Inc. will close Salem Avenue to thru traffic between Burhans Blvd. and West Side Avenue as they prepare temporary bypass piping for installation. The contractor will set up a detour to direct traffic around the work zone. Salem Avenue will be closed to thru traffic in both directions during the day between West Side Avenue and Burhans Blvd. At the end of each workday (usually around 5pm), the contractor will reopen one lane of Salem Avenue for westbound traffic; eastbound traffic will still be forced to detour around the work zone. The westbound lane of Salem Avenue will be closed again at the beginning of the next workday (usually around 7am), and this schedule of daytime closures will be repeated throughout the duration of the project. The westbound lane of Salem Avenue will be open to traffic on weekends and other non-work days. Motorists approaching the work area will encounter cones, barricades, detour signs, and other traffic control devices. The work will be completed in sections as the sewer installation proceeds westward toward Winter Street.
As one of the first work items on the project, the contractor will be installing temporary bypass piping underneath Burhans Blvd. at its intersection with Salem Avenue. This work, which will be performed at night, will involve excavating a trench across all lanes of Burhans Blvd. on the south side of the intersection. The contractor will set up temporary lane shifts and closures as necessary to direct traffic around the work area; at least one lane of traffic will be maintained in each direction, and emergency vehicles will be able to pass through the work zone. Motorists approaching the work zone should expect to encounter traffic control signs, cones, barricades, and other traffic control devices. The contractor expects to complete this work by March 19th.
It is anticipated that this project will be completed late in the summer, although unforeseen conditions may delay completion until later in the year.
During the day, the contractor will attempt to keep the westbound lane of Salem Avenue unobstructed so that it could be used by emergency vehicles; however, dispatchers should be aware that delays are likely if emergency responders attempt to pass through the work zone.
