2010-2014 Board of County Commissioners sworn in, Baker Elected President

Judge John H. McDowell, County Administrative Judge for the Washington County Circuit Court, 4th Judicial Circuit of Maryland, swore the Washington County Board of County Commissioners for the 2010-2014 term into office on December 7th, 2010.
Judge McDowell urged the new Board to utilize all the information available in this age of digital data devices and make sound judgments based on the abundance of facts available.
"The true test of a leader and Commissioner is to sift through all that data and find out what is important. Our Commissioners have succeeded in doing just that and making those wise choices that benefit our County and its citizens," he said.
Clerk of Courts Dennis Weaver delivered the Oath of Office to Board members Terry L. Baker, John F. Barr, Ruth Anne Callaham, Jeffrey A. Cline and William B. McKinley before a gathering of family members, campaign supporters and County staff.
In the first regular meeting of the newly elected Board, held later in the day, Commissioner Terry Baker was elected President, with a nomination by Commissioner John Barr and Second by Commissioner Ruth Anne Callaham. Commissioner John Barr was elected Board Vice-President with a nomination from Commissioner Cline and Second from Commissioner McKinley.
Traditionally the County selects its President based on the number of votes received by the top candidate in the General Election. Baker garnered 23,095 votes to Barr's 22,655.
Terry L. Baker is a second term County Commissioner. He is a 1973 graduate of Williamsport High School, a 1975 graduate of Hagerstown Junior College and a 1978 graduate of Auburn University, with a Bachelor of Science degree in Education. Terry is employed as carpentry Trades Instructor at the Washington County Technical High School. He was elected to serve on the municipality of Clear Spring government as a Council Member (2002-2004), and the as Assistant Mayor (2004-2006). Terry and his wife, Katrina, reside in Clear Spring and are the proud parents of twin daughters Jessica and Jennifer.
John F. Barr is a second term County Commissioner raised in Boonsboro, Maryland. John is a Master Electrician in five states. In high school, John worked for his father as a field electrician at M/L Electric, Inc., which began in 1927. In 1979, he formed the management team overseeing the service department. In 1984, John bought the company from his father, changed the name to Ellsworth Electric, Inc. in honor of both is father and father-in-law, whose middle names were Ellsworth. He has built the company from 75 to 150 employees. John is active in various service organizations and community projects. He married Teresa L. Myers in 1975 and together they have four children and six grandchildren.
Ruth Anne Callaham is a first term Commissioner and has lived in Washington County since 1977. Retiring in 2003 from the federal government after 23 years of service, she joined Food Resources, a local non-profit, as Executive Director. Ruth Anne was elected to serve on the Washington County Board of Education (2006-2010), appointed to the Housing Authority of Washington County Board of Commissioners (1999-2004), and the Washington County Commission for Women (2007-2010). She holds a Bachelor of Science degree from Texas State University and a Master of Business Administration from Mount St. Mary's University. Ruth Anne and her husband, Art, have two children, Father Art Callaham and Ms. Samantha Wade, and three grandchildren, Ethan, Dominic and Hannah.
Williamsport resident, Jeffrey A. "Jeff" Cline is a first term County Commissioner. Jeff is a graduate of Williamsport High School and Hagerstown Community College, and is currently seeking a Bachelor of Science degree in Organizational Leadership from Mountain State University. Jeff has been a Realtor since 2003 and is employed by Roger Fairbourn Real Estate. He graduated from the Maryland Association of Realtor's 2008 Leadership Academy and received the Graduate of Realtor Institute (GRI) designation. Jeff served on the Williamsport Town Council (2005-2009), is an affiliate member of the Williamsport Lions Club and attends the Boonsboro First Christian Church. His parents are Harry (Buck) and Elaine Cline and he has one daughter, Jessica.
William B. "Bill" McKinley is a first term County Commissioner. Bill was an educator in Washington County Public Schools for 36 years, retiring in 2002 as Executive Director of Support Service. He has served as President of Saint Maria Goretti High School and Chairman of the Washington County Gaming Commission. He is a member of the Williamsport Lions Club and President of the Hagerstown Community College Hawk Booster Club. Bill and his wife, Kathy, reside in Williamsport and are the proud grandparents of McKinley, Michael and Will.
The Commissioners discussed assignments and made appointments to the various advisory Boards and Commissions.
Commissioner's President Baker will serve on the Community Action Council, the Economic Development Commission, the Fire and Rescue Communications Advisory Board, the Metropolitan Planning Organization, the Recreation and Parks Advisory Board, the Social Services Board, the Tri-County Council for Western Maryland, the United Way - Emergency Food and Shelter Program, and the Weed Control Committee.
Commissioners' Vice-President Barr will serve on the Area Agency on Aging, the Emergency Services Advisory Council, the Local Management Board, the MACo Legislative Committee, the Mental Health Authority, the Washington County Museum of Fine Arts, the Pension Fund Board, the Transportation Advisory Committee, and the Tri-County Council for Western Maryland.
Commissioner Cline will serve on the Advisory Commission to the Board of Health, the Agricultural Education Center, the Disabilities Advisory Committee, the Historic District Commission, the MACo Legislative Committee, and the Solid Waste Advisory Commission
Commissioner Callaham will serve on the Commission on Aging, the Historical Advisory Committee, the Housing Authority of Washington County, the Metropolitan Planning Organization, the PenMar Development Corporation, the Public Golf Corporation and the Commission for Women.
Commissioner McKinley will serve on the Agricultural Land Preservation Advisory Board, the Economic Development Commission, the Hagerstown Regional Airport Advisory Commission, Maryland Association of Counties, the Metropolitan Planning Organization, and the Planning Commission.
Three administrative Positions reporting directly to the Commissioners were reappointed. Gregory B. Murray will serve as County Administrator, Vicki C. Lumm will serve as Clerk to the Board of County Commissioners, and Debra Murray will serve as County Finance Officer.
Clerk of Courts Dennis Weaver delivered the Oath of Office to Vicki Lumm following conclusion of the meeting.
